Violations of citizens' rights have become the norm. Where is the government’s responsibility for the ongoing lawlessness?

Political Responsibility of the Authorities for Mobilization Chaos in Ukraine: Questions for President Zelensky

The situation with mobilization in Ukraine is raising more and more questions not only among citizens, but also among human rights advocates.

In recent months, thousands of cases of abuse of power by Territorial Recruitment Centers (TRCs) have been recorded, as documented by Ukrainian media and human rights organizations (sources below).

The main problem is the lack of transparency and accountability from the authorities.

President Volodymyr Zelensky is the Commander-in-Chief and bears political responsibility for the actions of the system he controls.

In a democratic country, a leader is responsible not only for victories, but also for mistakes.

Today, citizens are demanding answers to specific questions:

• Why are there cases of citizens being forcibly detained without legal grounds?

• Why have the heads of TRCs involved in abuses not been punished?

• Why does the government ignore the public demand for an audit of the mobilization system?

• Why does the government not conduct an open dialogue with society, limiting itself to a repressive model?

We insist on the need to:

1. Conduct an independent review of TRC actions with the involvement of human rights defenders and international observers.

2. Publish an official report on violations and abuses.

3. End the practice of coercive pressure on citizens and restore the rule of law.

4. President Zelensky must personally explain who is responsible for the chaos and arbitrariness on the ground.

• Human Rights Center ZMINA — reports on violations during mobilization

• Ukrainian media investigations (Schemes, Bihus.Info, UP)

• Constitution of Ukraine — Article 3: human rights are the highest value

Conclusion:

When the authorities are afraid to speak with the people, they begin to fear the people.

But the truth will come out anyway. The only question is whether the government will realize that strength lies not in repression, but in society’s trust.
